A specific goal beats a vague one because a specific goal tells you whether you are succeeding and a vague one cannot. That is the mechanism, and it matters more than the motivational story usually attached to it. "Be your best self" does not fail because it is insufficiently inspiring. It fails because there is no observation you could make, on any given day, that would tell you the answer.
The finding, briefly
Edwin Locke and Gary Latham spent thirty-five years establishing that specific and difficult goals produce better performance than vague encouragement to do your best. Their summary of the program, published in American Psychologist in 2002 (volume 57, issue 9, pages 705 to 717), draws on roughly 400 laboratory and field studies. In the technical language of that literature, "do your best" is the control condition. It is what specific goals are measured against, and it loses.

A goal is only half of a feedback loop
The most useful frame here comes from control theory. Charles Carver and Michael Scheier laid it out in Psychological Bulletin in 1982 (volume 92, issue 1, pages 111 to 135) as a discrepancy-reducing feedback loop with four parts: a reference value, an input from the world, a comparator that measures the gap between them, and an output that acts to close it. Remove any one part and the loop stops running.
A goal supplies the reference value. It supplies nothing else. "Be your best self" gives you a reference value that is not a value, because no input from the world can be measured against it. There is no comparator, so there is no discrepancy, so there is no output. The instruction is unfalsifiable in the strict sense: no day's behavior could count as evidence against it, and no day's behavior could count as evidence for it either.
This is why the standard advice to "make your goals more specific" is right for the wrong reason. Specificity does not work by increasing commitment. It works by making the comparator possible.
The feedback evidence is messier than that makes it sound
If feedback closes the loop, more feedback should be better. The largest analysis of the question says otherwise. Avraham Kluger and Angelo DeNisi's meta-analysis, published in Psychological Bulletin in 1996 (volume 119, issue 2, pages 254 to 284), pooled 607 effect sizes across 23,663 observations. The average effect of a feedback intervention on performance was positive and moderate, around d = 0.41.
More than a third of feedback interventions made performance worse.
Their explanation is the useful part. Feedback that directs attention to the task tends to help. Feedback that directs attention to the self tends to hurt, because the person starts processing what the result says about them rather than what to change. That distinction matters enormously for personal goals, where almost all the available feedback is about the self by default.
So the corrective for a vague goal is not simply more information. It is information about a behavior you can adjust.
The hierarchy, ranked from vaguest to most actionable
Most goals people set sit near the top of this list. Almost all of the tested benefit sits near the bottom.
- Identity aspiration. "Be my best self." No behavior named, no time named, no comparator possible. This is the do-your-best condition wearing better clothes.
- Trait goal. "Be more disciplined." Names a disposition rather than an action. Slightly better than the first because it implies a direction, but still unmeasurable on any given Tuesday.
- Outcome goal, unquantified. "Get in shape." Now there is a domain. There is still no threshold, so the band of results that count as success is wide enough that you will settle near its bottom.
- Outcome goal, quantified. "Lose ten pounds by June." A real comparator appears. The weakness is that the feedback arrives slowly and is only loosely connected to what you did this week.
- Performance goal with a scoreboard. "Run fifteen miles a week." Feedback is weekly, direct, and attached to your own behavior rather than to a physiological outcome you only partly control.
- Learning goal. "Find a running schedule I can hold for six weeks." Locke and Latham recommend this form explicitly for complex or unfamiliar tasks in their 2006 Current Directions in Psychological Science summary (volume 15, pages 265 to 268), because on a task where you do not yet know the method, a demanding performance target crowds out the search for one.
- Implementation intention. "If it is Tuesday at seven, then I put on my shoes and run the park loop." This names a situation and a response rather than an outcome, and it is the form with the largest body of experimental support behind it, laid out in the research on if-then planning.
The jump that does the most work is between rungs three and five, because that is where a comparator appears that reports on your own behavior within a week. The jump from six to seven is a different kind of improvement: it stops being a goal at all and becomes a rule.
The three moderators that decide whether any of this matters
Goal-setting theory is unusual in that its authors were explicit about when it stops working. Three conditions do most of that work.
Commitment. The goal has to matter to the person holding it, and commitment matters most precisely when the goal is difficult, which is the situation in which a goal has the most to offer. Locke and Latham identify two routes: believing the outcome is important, and believing you can reach it.
Feedback. Goals plus feedback beat goals alone, consistently. This is the moderator most personal goals fail. It is also, per Kluger and DeNisi, the one most easily made worse rather than better.
Task complexity. The effect of an assigned performance goal shrinks as tasks grow complex. On a simple, well-learned task, effort converts into output. On a novel one, the bottleneck is strategy, and pressure on the number can actively interfere with finding it.
A difficult, specific goal, aimed at a complex behavior, with no feedback loop and shaky commitment, is the exact configuration the theory predicts will do nothing at all. That describes most New Year resolutions precisely.
What this does not license
Two honest caveats. First, nearly all of this evidence comes from work tasks with measurable output, short horizons, and someone observing. Personal behavior change over months has none of those properties, and the transfer should be held loosely.
Second, specificity is not a magic word. A specific goal for a behavior you have never performed is still a goal you have no method for, which is the learning-goal problem. And a specific goal you cannot get weekly information about is still missing its comparator, no matter how precisely it is phrased.
What survives all the hedging is a negative result that is worth more than most positive ones. Aspirational statements about who you want to be are not weak goals. They are not goals. They occupy the slot where a goal would go, and because they feel like progress, they can be worse than nothing, which is also the reason beginning a behavior is a different problem from sustaining one and needs a different fix.
